(1) Notwithstanding anything written elsewhere in the existing law and this Act, unless the staff is adjusted according to section 6 to arrange service delivery at the provincial and local levels, the Government of Nepal shall not assign the employees of the related services, groups or sub-groups to the union, province or Will be able to work at the local level.
(2) When appointing employees in accordance with sub-section (1), the Government of Nepal will appoint first class or equivalent and above staff and other staff will be appointed by the agency conducting the service.
